What This Assessment Determines

The framework suitability assessment determines whether your property can qualify for Exempt Accommodation status. This is a regulatory category that unlocks government-backed housing payments exempt from Local Housing Allowance caps.

What We Evaluate

Framework suitability is assessed across four key areas. Each criterion must be met for a property to proceed.

Multi-Occupancy Suitability

The property must be suitable for multi-occupancy (HMO-style) operation. We assess the layout, room configuration, bathroom and kitchen facilities, and whether the property can accommodate multiple independent tenants.

Location Demand

We assess whether there is adequate demand for supported housing in your area. The framework operates nationwide across England, but local demand varies. Properties in areas with limited referral pathways may not qualify.

Condition and Compliance

Properties must meet defined HMO and framework compliance standards. We assess current condition, required works, and readiness for inspection. Fire safety, electrical safety, gas safety, and EPC requirements apply.

Operator Commitment

You must be willing and able to manage the property hands-on. This is not a passive arrangement. We assess whether you understand and accept the operational responsibilities that come with the framework.

If your property does not meet our criteria, we explain why clearly. There is no pressure and no obligation.

The Assessment Process

From submission to going live, the standard pathway takes 21-28 days. Here is what happens at each stage.

Stage 1 (Days 1-2)

Initial Review

You submit your property details. We review location, type, and layout to determine whether to proceed with a full assessment. Response within 2 working days.

Stage 2 (Days 3-7)

Suitability Assessment

We conduct a thorough assessment against framework criteria. Property inspection is arranged to verify compliance readiness and identify any required works.

Stage 3 (Days 7-14)

Inspection

All properties are inspected before going live. The inspection verifies compliance with framework standards. A re-inspection fee applies if the initial inspection is failed.

Stage 4 (Days 14-21)

Documentation

If your property qualifies, we prepare the Service Level Agreement and framework documentation. You review and sign at your own pace.

Stage 5 (Days 21-28)

Tenant Placement

With documentation complete, tenant referrals begin. You can accept or refuse referrals at your discretion. Once tenants are placed, your property is live.

You manage the property as the Operator. The framework handles payment collection and distribution. You handle maintenance, tenant issues, and compliance.

What We Expect From You

The framework is designed for landlords who are willing to manage their properties hands-on. This is not a passive income arrangement. Before submitting, understand what operational commitment is required.

Hands-On Management

You are the Operator. You handle general maintenance, repairs, day-to-day tenant issues, and behavioural management. The framework does not manage your property for you.

Compliance Responsibility

You are responsible for maintaining property compliance within framework standards. This includes fire safety, electrical safety, gas safety, and ongoing property condition.

Void Risk

You carry the risk when rooms are empty. Your income depends on occupancy and your ability to fill and retain tenants. The framework provides referrals, but void risk remains with you.

Long-Term Commitment

The framework works best for landlords with a medium to long-term outlook. If you are planning to sell in the near term, this may not be the right fit.

If you want someone else to manage your property, this framework is not designed for you.

Properties We Consider

The framework accommodates various property types. The key requirement is suitability for multi-occupancy operation.

Typically Suitable

  • Existing HMOs already operating as multi-occupancy
  • Houses with 3+ bedrooms suitable for conversion
  • Properties requiring light refurbishment
  • Multi-unit blocks and portfolios
  • Both mortgaged and mortgage-free properties
  • Properties that are vacant or currently tenanted

May Not Qualify

  • Single-occupancy flats with no conversion potential
  • Properties in areas with limited referral demand
  • Properties requiring major structural works
  • Properties with unresolvable compliance issues
  • Short-term or flexible lease requirements

What information do I need to provide?

Property address and postcode, property type, number of bedrooms, current situation (vacant or tenanted), and your contact details. You do not need to provide documents at this stage.

What if my property does not qualify?

We explain why clearly. Some properties are not suitable for the framework. There is no obligation on either side, and your information is treated confidentially.

Is there any cost?

There is no cost to submit your property for assessment. If you proceed and the property fails the initial inspection, a re-inspection fee applies. Joining the framework involves a fee structure detailed in the Service Level Agreement.

What if my property needs works?

If your property fails inspection, we explain what works are required. You can arrange these works and request a re-inspection. Properties requiring works will take longer than the standard 21-28 day pathway.

What happens to my information?

Your property details are used solely to assess suitability for the framework. We do not share your information with third parties. If you do not proceed, your details are retained only as required by law.
